Celebrations taking place outdoors

If the celebration takes place outdoors or in a venue that is unlicensed we will conduct a Location and Contact visit for which a £35 fee is payable. This will take place at least six weeks before the celebration and all requirements and conditions (e.g. non-smoking areas) will be explained by the inspector at the time. Please note that inspections are carried out during the working week – Monday to Friday 09.00 to 17.00

The inspector may also specify ‘advisory issues’ that need resolution prior to the event (e.g. netting or fencing off a pond).

The owner/proprietor/responsible person must confirm in writing that conditions will be met and any advisory issues have been resolved or managed by two weeks prior to the celebration.

If the owner/proprietor/responsible person fails to ensure that the conditions agreed in the Health and Safety inspection are met, or have failed to address the advisory issues then we reserve the right to refuse commencement/continuation of the celebration.

If the preferred location is outside, then the owner/proprietor/responsible person is required to provide a ‘poor weather’ alternative location which is close by and will accommodate all guests.

If the celebration is taking place on private land then the owner/ proprietor/ responsible person must confirm in writing that they have given you permission to use their land.

We will not accept any liability arising from any incident or accident before, during or after the event scheduled.


A £100 reservation fee is payable at the time of booking. This £100 is not refundable. It is not an extra charge, but forms part of the final fee charged for attendance at your celebration.

Fees are subject to change on 1st January each year. You will be informed of any likely increase to fees (e.g. when booking more than two years in advance) when you book.

You may pay your fees in full when you book. This way you pay just the current fee and are not subject to any increase that might occur. If you choose to pay the £100 reservation fee we will ask for the remaining balance no later than 12 weeks before the celebration is due to take place.

If your celebration is scheduled to take place within 12 weeks from the time of booking then you are required to pay the full fee upfront.

Cancellation of booking

In the event that you need to cancel a celebration you must complete the online cancellation form and notify us in writing by emailing celebrate@norfolk.gov.uk

We will only accept a cancellation from either individual named in the booking.

You will need to state the names on the booking and the date and time and location of the booking that is to be cancelled.

An email giving notice of cancellation will be deemed to have been received by us on the date of sending, provided that the email is sent on a working day between 9:00 and 16.30. If it is sent by e-mail at any other time, notice will be deemed to have been received on the next working day.

If the notification is not sent to the correct email address then no responsibility can be accepted by us for its non-arrival.

Cancellation charges

£100 of the reservation fee is not refundable.

Once the celebration has been cancelled the booking/reservation is no longer ‘live’.


The celebration may be postponed to a future date and the full reservation fee utilised to secure the new date. A change fee of £30 will be incurred, but the reservation fee will not be forfeit.

To change your ceremony date you will need to complete the online form.

If a new date for a postponed celebration cannot be confirmed at the time, then the reservation (and the fee) remains ‘live’ until six months after the last date booked.


The full fee (less the £100 non-refundable element of the reservation fee) will only be refunded if the date of the celebration is more than or equal to 12 weeks from the date that ‘formal notice of cancellation’ was received. If the date of the celebration is less than 12 weeks from the date that ‘formal notice of cancellation’ was received than no refund will be given, apart from exceptional circumstances (to be determined by the Business Development Officer).

Gift Vouchers

Gift vouchers may be sent by 2nd class post or electronically as an attachment to an email.  Each gift voucher will have a unique reference number and can be redeemed as full or part payment for a celebration ceremony.  They cannot be redeemed as full or part payment for any legal wedding.  They cannot be used to purchase a further gift voucher and all have an expiry date of 12 months from the date of issue, this date is non-extendable.  Vouchers that have expired will not be accepted and cannot be exchanged for cash.  We will not be held responsible if a gift voucher is lost, destroyed, stolen or used without permission and no replacement or refund will be provided in these circumstances.  Gift voucher redemption is strictly subject to availability.
